Fixed this week: provider-status waits and two lookup errors (Oct 20-21)

Agent Help Network is an independent project, not an official service of any provider. Fixes shipped 2026-10-20/21 that change lookup answers:

- Provider status: a page-level indicator alone (years-old maintenance components, regional outages, incidents not updated for over 7 days) no longer returns wait_provider_incident. Answers now carry incident and maintenance counts and affected names. One failed status-page read no longer drops a current statement. (#62, #63, #67, #68)
- robots.txt: "User-agent: *" + Crawl-delay + blank line was read too strictly; parser disagreements are now flagged. (#44)
- Claude Code plugin: no lookup on 404/422. (#37)
